CPUC Holds Public Forums for Santa Catalina Island Customers of Southern California Edison to Address Water and Natural Gas Ratemaking Issues

The California Public Utilities Commission (CPUC) will hold two Public Forums for Southern California Edison (SCE) customers to weigh in on ratemaking issues related to SCE’s water and natural gas service on Santa Catalina Island.

SCE is requesting CPUC approval to recover in rates certain costs that it has incurred to provide water and natural gas services to customers on Santa Catalina Island. For Catalina Water, SCE is requesting to recover a total of $7.057 million (10.9%) of water revenue over five years beginning in 2027. SCE proposes a water revenue increase of approximately $627.38 thousand in 2027 (5%) and $1.607.34 million annually from 2028 - 2031 (11%) through a surcharge to general service and irrigation customers (but not residential customers). For water general service customers, this change would result in an average monthly bill increase of approximately $141.82 (10%) in 2027 and approximately $363.36 (22-23%) for 2028 2031. Water irrigation customers would see an average monthly bill increase of approximately $33.07 (7%) in 2027 and approximately $84.73 (16%) for 2028- 2031. The actual impact will vary based on usage and other factors.

For Catalina Gas, SCE is requesting to recover a total of $544,130 (10.5%) of gas revenue over two years beginning in 2027. SCE proposes a gas revenue increase of approximately $272.06 thousand in 2027 (11.9%) and 2028 (11.7%) through a surcharge to general service customers (but not residential customers). For gas general service customers, this change would result in an average monthly bill increase of approximately $96.20 (8%) in 2027 and 2028. The actual impact will vary based on usage and other factors.

Approval would also revise and increase the Safe Annual Yield, revise the applicable tariff Rule 3, and would allocate water under a new Special Agreement for SCE’s Class C Water Utility operations on Catalina Island.

The purpose of the Public Forums (formally called Public Participation Hearings) is to provide opportunity for SCE’s customers to communicate directly with the CPUC regarding the proposed changes in both proceedings. A quorum of Commissioners may attend but no decisions will be made or voted on at the events.
